DRAFT MINUTES OF THE MEETING OF SUTTON VENY PARISH COUNCIL held on Thursday 1st December 2016

Minutes of the meeting held on 3rd November 2016 were circulated prior to this meeting and were accepted as a true record.

2596. Play Area repairs – discuss quotes
A quotation for works from Outdoor Play South West was accepted by the Councillors.
2597. 2017 budget and agreement of precept demand
The Councillors discussed finances and projects for next year and a precept demand of £12,455.22 was agreed. This figure will represent a 0% increase in the council tax charge passed on to residents.

2598. 2016 Christmas Tree/Carol singing – final arrangements
The Christmas tree was delivered on Wednesday and erected and dressed by a team of Councillors, Chris Arnold, Mike Carroll and Alan Street. The Parish Council are very grateful for the help received. The quality of the tree is disappointing, but Cllr Walker advised that a replacement has been offered. It is hoped that this will be in place in time for Saturday. The Chairman has arranged mulled wine for the attendees to the tree blessing service and Brian Long is kindly loaning his generator and lights.
2599. Traffic issues at village events
An email has been received from a resident of the village, expressing concern due to traffic congestion at the recent firework display. The event organiser is responsible for ensuring that emergency fire tenders and ambulances can reach the site of the event and that any event traffic, parked or otherwise, does not impede emergency access to resident’s houses. The Clerk has obtained a contact at Wiltshire Council to pass on to event organisers for advice with the planning for next year.

It has been brought to the Parish Council’s attention that there is a possible planning infringement in Eastleigh Woods where a lodge has been erected in the woodland. This will be reported to Wiltshire Council for investigation.

2603. Clerk’s report and correspondence received
Further correspondence has been received from residents at Sheppards Forge regarding the possible public footpath that is currently blocked off. Residents are awaiting clarification from the Rights of Way Officer at Wiltshire Council.
BT is running a consultation with the possibility of removing low usage public telephones. All Councillors agreed the telephone in Sutton Veny should remain due to poor mobile phone signals.
One of the allotment tenants has sent photographs of his recent work on his plot. The Councillors enjoyed looking at the rewards of his hard work.

The next meeting of the Parish Council will take place at 7:00pm on Thursday 2nd February 2017 in the village hall. THERE IS NO MEETING IN JANUARY.
