DRAFT MINUTES OF THE MEETING OF SUTTON VENY PARISH COUNCIL held on Thursday 7th June 2018

Membership: Cllrs V King (Chair), C Morris (Vice Chair), T Goodman, R Guerri-Fear, A Lusty, W Owen,
S Walker & K Wilson

Present: Cllrs King (Chair), Guerri-Fear, Lusty, Morris, Owen & Wilson

2791. Acceptance of apologies for absence

The meeting was adjourned to allow members of the public the opportunity to raise any issues.
2792. Open session for members of the public
Mrs P Carroll gave apologies for absence at the Annual Parish Meeting and provided a report on behalf of the W.I. Mrs K Phillips reported to the meeting that she and her husband have purchased Beeches Farm, Deverill Road.
The meeting reconvened.

2793. To receive declarations of interest in accordance with the Localism Act 2011

2794. To confirm and sign minutes of the last meeting
Minutes of the meeting held on 3rd May 2018 were circulated prior to this meeting were accepted as a true record and signed by the Chairman.

2795. Approval of Annual Governance Statement
The Annual Governance Statement was read out, considered and agreed by all Councillors present and signed by the Chairman and the Clerk.

2796. Consideration & approval of Accounting Statements 2017/18
The accounts for year ending 31/03/2018 have been through an internal audit, with no matters arising. The resulting Accounting Statements were approved by the Councillors, signed by the Chairman and will now be displayed on the village website and on the noticeboard.
The Certificate of Exemption was signed by the Chairman and the Clerk and will be forwarded to PKF Littlejohn LLP, appointed auditors.

2797. Adoption of Document Retention & Destruction policy
This document had been previously circulated to the Councillors and all members present agreed adoption of the policy.

2798. Approval of Bank Signatories
Cheque signatories were agreed: Cllrs Guerri-Fear, King, Lusty, Morris & Walker. The mandate will be altered accordingly.

2799. Review of Clerk’s Salary
The Clerk was awarded a pay rise in line with NALC recommended salary scales with effect from 01/06/2018.

2800. Chairman’s Announcements
The Parish Council have been made aware of various breaches of the tenancy agreements at the allotment site. A letter outlining the rules has been issued to all tenants.
An email has been received from Mrs J Shingleton, raising concerns including the condition of Chapel Drain footpath and various matters with the play area, including the litter bin and pigeon droppings. This letter was discussed and the Clerk will write a reply.

2803. Clerk’s Report
The Clerk gave the members an update on tasks completed so far in order to comply with GDPR regulations.

2806. Matters raised by Councillors - for discussion only
Cllr Lusty reported overgrown hedges on Bests Lane junction and Village Hall carpark. He also reported that he has relocated the Play Area bin in order to try and deter dog owners from depositing their dog waste. The Councillors discussed the possibility of providing a recycling bin on the Alexander Memorial Field.
Cllr Guerri-Fear enquired about the stones/wood that has been placed on the entrance to the bridleway between Bests Lane and North End Farm.

2790. Items for newsletter and website
The Clerk will write the report for the village hall newsletter.
