DRAFT MINUTES OF THE MEETING OF SUTTON VENY PARISH COUNCIL held on Thursday 1st September 2016

Present: Cllrs Oxlade (Chair), Gaydon, Goodman, Guerri-Fear, King, Morris & Walker

2548. Acceptance of apologies for absence

2549. Open session for members of the public
None

2550. To receive declarations of interest
None

2551. To confirm and sign minutes of the last meeting
Minutes of the meeting held on 7th July 2016 were circulated prior to this meeting and were accepted as a true record.

2552. Councillor Vacancy
Two strong applicants have applied for the vacancy, with both candidates having relevant and valuable experience. Voting was in favour of the co-option of Tim Goodman, and he was asked by the Chairman to join the Council and sign the Declaration of Acceptance.

2553. Conclusion of 2015/16 accounts
The accounts have been finalised by Grant Thornton, with no matters arising.

2554. Tasks for Parish Steward
The Clerk will forward the following tasks to the steward:
- Clear straw in High Street
- Rod the manholes in High Street
- Strim/clear overgrowth around milestone on The Common
- Clean bus shelters

2555. Overgrown trees in High Street
Various locations have been highlighted by Councillors and residents as requiring trees/hedges overhanging the highways. This has caused a significant amount of straw to be removed from passing tractor trailers which in turn, is likely to block the drains. The Clerk will write to the landowners asking that they cut them back. The Clerk informed the meeting that failure to do so may result in Wiltshire Council serving notice to landowners to ensure removal of vegetation overhanging the highway.

2556. 2016 Christmas tree – Initial discussions
It was suggested that the Clerk write to Lord Weymouth and ask if he would be willing to donate this year’s tree. Update at October meeting. Provisional date for switching on the lights at the carol concert is 3 December at 5pm.

2557. Chairman’s Report
The Chairman reminded Councillors to please respond to emails from Cllr Walker regarding planning issues.
The Chairman informed the meeting that it is Merchant Navy Day on Saturday and it will be commemorated at St John’s Church.

2559. Payments

2560. Clerk’s report and correspondence received
The Clerk has received further correspondence from residents regarding parking issues in the area of the junction of Norton Road and High Street. Double yellow lines have been requested previously, however, this was turned down by the Area Board and the hatched areas were provided as an alternative.

2561. Matters rose for discussion only
Cllr Morris reported that cars are parking in the entrance to Chapel Drain from the High Street. This was a contentious issue some years ago. The Clerk will investigate and add to October agenda for discussion.
Cllr Gaydon reported that pot holes in Dymocks Lane are a problem for residents.

2547. Items for newsletter and website
The Clerk will write the report for the village hall newsletter.

The meeting closed at 19:50

The next meeting of the Parish Council will take place at 7:00pm on Thursday 6th October 2016 in the village hall.
